British American Tobacco Plans to Install E-Cigarette Vending Machines in Pubs
British American Tobacco (BAT) is preparing to introduce vending machines for e-cigarettes and nicotine pouches in pubs and taverns to sell its Velo and Vuse products. The tobacco giant is hiring at least 12 sales representatives to secure new locations for vending machines and other business development solutions, aiming to boost sales of BAT-related products. Target areas include Basingstoke, Birmingham, Bury St Edmunds, Cambridge, Coventry, Crawley, Edinburgh, Exeter, Maidstone, Reading, Royal Tunbridge Wells, and Sevenoaks.
A spokesperson for British American Tobacco stated, “BAT UK is excited to launch a project to sell our Vuse and Velo brands through age-restricted vending machines. This initiative aims to reduce health impacts by engaging adult consumers with our alternative nicotine products. Vending machines represent an exciting opportunity to further our objectives. Our machines will use state-of-the-art age verification technology to ensure compliance.”

Ukraine Launches “E-Tobacco” Project for Tobacco Information Simplification
The Ukrainian National Production and Consumer Service, in collaboration with the Ministry of Digital Affairs and the Ministry of Health, has launched a portal focused on tobacco production and importation. This portal ensures transparency in tobacco product circulation, allows state quality control, and provides a clear list of Ukrainian tobacco product manufacturers and importers, combating the “black market.” Data on tobacco product ingredients will be publicly available, empowering consumers to make informed choices.
The portal is set to go live in February 2025. By law, manufacturers must input data into the common database by February 1st. Legislative finalization is ongoing, with plans for future synchronization with the European system to uphold information privacy standards across the EU.
Conservative Nonprofits Campaign Against Democratic Efforts to Ban Zyn
Conservative nonprofits, the American Consumer Protection Organization, and the American Future Building Organization have united against Democratic lawmakers’ efforts to target Zyn nicotine pouches. They are mobilizing at sporting events nationwide to gather signatures opposing potential regulations that could remove these popular tobacco alternatives from the market.
According to the Washington Examiner, strict regulations on e-cigarettes have boosted sales of nicotine pouches, from $126 million in December 2019 to $808 million in March 2022. The Biden administration has advocated restrictions on e-cigarettes, menthol cigarettes, and other nicotine products. Schumer has also urged the FDA to investigate PRIME energy drinks.
“Nicotine pouches have proven effective in helping adult smokers switch to safer alternatives. Sweden’s promotion of smokeless alternatives like nicotine pouches has significantly reduced traditional cigarette use. Banning nicotine pouches could hinder this progress.”
Kazakhstan Bans E-Cigarette Sales and Imports

E-cigarettes are disappearing from store shelves in Kazakhstan as “disposable products” face a nationwide ban. While smoking itself is not penalized, selling, distributing, or importing e-cigarettes now carries criminal liability, potentially leading to fines or imprisonment.
Penalties for importing and producing e-cigarettes range from fines up to 2,000 MCI (7.3 million KZT in 2024) to community service or up to 2 years imprisonment. Repeat offenses or involvement in large-scale operations can lead to fines of up to 5,000 MCI (18.4 million KZT in 2024) or longer sentences.
North Carolina Requires E-Cigarette Registration, Limits Sales to FDA-Approved Products
The State Senate Judiciary Committee endorsed legislation establishing an e-cigarette registry, permitting only FDA-approved products in North Carolina. Most e-cigarettes currently on shelves lack FDA authorization. The bill awaits Senate Rules Committee review.
According to the North Carolina Youth Tobacco Survey, e-cigarette use among high schoolers rose by 78% and middle schoolers by 48% from 2018 to 2019. Many schools now use e-cigarette detectors, and the state and districts have joined lawsuits against manufacturers like Juul, resulting in a $47.8 million settlement.
Manufacturers must obtain state Department of Revenue certification to list products in the approved directory.
Russian State Duma Proposes Blocking Online Cigarette Sales Ads
The State Duma proposes legislation requiring websites to remove ads for online sales of nicotine products, including cigarettes and e-cigarettes, without needing a court order. This aims to curb the growing distribution of low-cost counterfeit and smuggled tobacco products via the internet.
The law currently bans remote nicotine sales, but enforcement delays due to court processes hinder effectiveness. The proposed amendment to the Information Technology and Information Protection Law empowers site owners to independently remove illicit sales content, akin to measures used for remote alcohol sales.
